TIA-568 allows no splices in horizontal cable, so each run comes off one box and the tail is scrap. That can add a box over footage alone.
With 2 or more cables per drop you pull from that many boxes at once, so boxes round up to full sets.
The 295 ft limit
TIA-568 caps the permanent link, patch panel to outlet, at 90 m (295 ft). Slack counts.
